Built this Tron-ish desktop with a few simple steps:
1. Tron wallpaper from Wallbase
2. Clearscreen Sharp theme and visual styles installed through Custopack
3. Used fence to group those desktop shortcuts and link
4. Self customized rainmeter skin (just some tiny changes) based on Dark Rainmeter skin
5. And a not very obvious tweak to remove the annoying shortcuts' arrow by using Vista Shortcut Manager (works in Window 7 despite its name)
And that's all!
